A tiered set of neoclassical arcades that links the hilltop old town of Vitoria-Gasteiz to the lower town below. Architect Justo Antonio de Olaguibel built it around the turn of the 19th century to solve the steep grade between the two levels: the arches hold back the slope and carry housing above, so it works as staircase and street at once.
It is free to walk through and slots neatly into a no-cost loop of the center. The arcades sit beside Plaza de la Virgen Blanca, the main square, and climb toward the Old Cathedral of Santa Maria. Add the Painted City Murals route through the same lanes and the upper town fills a free morning end to end.
