Budva packs a compact walled old town onto a peninsula, where the cobblestone streets are free to wander and beach access sits just steps from the medieval walls. Walking the seafront promenade costs nothing, and the public stretches of beach keep a coastal day cheap. The crowds and prices spike in high summer, so late spring and early autumn are easier on a budget. Easy to combine with Kotor or Tivat along the Montenegrin coast.

Mogren Beach
Two connected pebble beaches sit beneath cliffs just west of the old town, reached by a coastal path carved into the rock. Access is free (sunbed rental optional).
Sveti Stefan Viewpoint
Sveti Stefan is a fortified island village connected to the mainland by a narrow causeway, now a luxury resort closed to non-guests. The viewpoint from the road above is free and delivers one of the most iconic images on the Montenegrin coast: the terracotta rooftops of the island village against the blue Adriatic.
