Budget airlines from across Europe land at Tivat’s small airport, placing travelers directly on the Bay of Kotor without the bus ride from Dubrovnik. The Porto Montenegro marina brings a flash of luxury to the waterfront, but it costs nothing to stroll the promenade and watch the yachts, and the surrounding neighborhoods keep Montenegrin prices. The bay’s most spectacular towns, Kotor among them, are a short and cheap ferry or bus ride away, so a budget base here still reaches the highlights. Shoulder season in late spring or early autumn brings warm water with lower prices than midsummer.
