The European Parliament building in the Wacken district is the seat of the European Parliament when it meets in Strasbourg (it alternates with Brussels). Free guided tours when Parliament is in session. The exterior and the surrounding European Quarter (Council of Europe, European Court of Human Rights) are always free to walk. Budget travelers visit during a plenary session for a free tour of the building where EU laws are debated.
