Herceg Novi is a fortress town at the entrance to the Bay of Kotor, with staircase streets, subtropical gardens, and a slower pace than the busier coastal towns. Wandering the old town and the seafront promenade costs nothing, and accommodation and meals run a fraction of what Dubrovnik charges just across the border. It sits within easy reach of Kotor and Tivat deeper in the bay, and the shoulder seasons of late spring and early autumn keep both prices and crowds down.
