Banja Luka is the largest city of Republika Srpska, and one of the cheapest stops in an already inexpensive country. The grounds of the Kastel fortress on the banks of the Vrbas are free to roam, and the tree-lined boulevards and riverside paths make for a pleasant walk that costs nothing. Coffee, meals, and rooms run low even by Bosnian standards, so it works as a relaxed budget base.
