The Valletta Waterfront is a row of restored 18th-century baroque warehouses along the Grand Harbour, converted into restaurants, bars, and shops. Free to walk. The harbour views and the scale of the fortifications visible from the waterfront are impressive. Budget travelers walk the promenade, skip the restaurants (which are tourist-priced), and take the cheap ferry across the harbour to the Three Cities for better value.
