The narrow lanes of Monaco-Ville on the Rock are free to wander and feel like a different world from the glitzy streets below. Pastel-colored buildings, the cathedral where Grace Kelly is buried, and small local restaurants make this the budget traveler's Monaco.
The square in front of the Prince's Palace offers free views over the harbor and the Monte Carlo skyline, plus the daily changing of the guard at 11:55. The old town surrounding it, Le Rocher, is the most walkable and least expensive part of Monaco.
