Pamplona is famous for the Running of the Bulls but rewards a visit year-round, when the city is calm and cheap: the star-shaped Ciudadela fortress and its parks are free to walk, the old town costs nothing to explore, and pintxos bars let you eat well a few small plates at a time. As a major Camino de Santiago stop it draws budget-minded pilgrims, and it connects well with Bilbao, San Sebastian, and the Rioja wine town of Logrono nearby. Visiting outside the July San Fermin festival means far lower prices.
