The budget angle is the food: focaccia by weight from a bakery and a plate of pesto pasta both stay cheap because these are everyday local staples, not tourist items. The harbour and the lavish painted streets of the centro storico reward slow walking. It makes a quieter, cheaper base than the crowded Cinque Terre nearby.
