Shkoder is one of the cheapest urban bases in the Balkans, and the best part costs nothing: the whole Ottoman-era old town and the pedestrianized Kole Idromeno street are free to wander on foot. Rozafa Castle, sitting above the meeting of the Buna and Drin rivers, charges only a small entry fee for sweeping views over Lake Skadar and the foothills of the Albanian Alps. Cheap guesthouses and a flat, bike-friendly center keep daily costs low, and the city is the natural launch pad for budget trips to Theth, Valbona, and the Komani Lake ferry into the mountains. Pair it with Tirana for the capital, or cross into Montenegro toward Podgorica and Kotor without a flight in sight.
