Opatija is a faded Habsburg-era resort on the Kvarner coast, where the free seaside lungomare promenade stretches for kilometers past villas and rocky swimming spots. Walking the promenade and swimming from the public shoreline cost nothing, which makes the town a budget-friendly counterpoint to its grand-hotel reputation. It sits right next to Rijeka and works as a calm coastal base, with Pula an easy reach down the Istrian coast. Shoulder season in late spring or early autumn brings warm water and lower room rates than peak summer.
